Conditions of Confinement

As the largest prison system in the country, spending over $3 billion annually on corrections, the Texas Department of Criminal Justice (TDCJ) is faced with the daunting task of effectively and efficiently managing an immense operation. It must ensure that those who live and work within its walls are safe, healthy, and protected from abuse. The men and women incarcerated in TDCJ are especially powerless, having limited ways to defend their rights and interests, and more at risk of mistreatment than almost any other segment of the Texas population.
